Ethnicity Versus Nationalism: The Devolution Discourse in Sri Lanka The question of sharing political power with the Tamils has dominated the constitutional history of Sri Lanka during the last eight decades. The Regional Roots of Developmental Politics in India: A Divided Leviathan India is widely regarded as the most celebrated case of a "failed" developmental state, seemingly the exception that belies the prediction of a triumphant Asian century.
